Nationalization of professions in Saudi Arabia The decision to nationalize professions issued by the Saudi Ministry of Human Resources aims to achieve social parity among the people of the country and provide employment opportunities for all, as this nationalization includes professions and jobs in the year 2023.
Within the framework of implementing the Ministry’s strategic plan to localize occupations and provide job opportunities for Saudi citizens, the Ministry has begun to regulate professions and jobs in the Kingdom of Saudi Arabia, with the aim of achieving social parity and strengthening and developing the national economy, by providing equal job opportunities in society.
The professions that will be localized in 2023, according to a report published by the Saudi newspaper “Okaz”, include civil associations, all post offices, work in travel and tourism offices, insurance company offices, work in commercial centers, and private education for girls in all age groups.
This decision aims to achieve a balance between national and expatriate labor, increase employment opportunities for Saudi nationals, and develop the national economy in line with the Kingdom’s Vision 2030.
The Saudized jobs and professions in the Asir region have been identified by the Ministry of Human Resources:
- Work in NGOs.
- Work in all post offices.
- Work in travel and tourism offices.
- Work in the offices of insurance companies in commercial centers.
- Teaching in private schools for girls in all age groups.
Private education for girls for all age groups
- Within the framework of the Saudi government’s endeavor to localize professions and provide job opportunities for citizens, the Ministry of Human Resources announced the localization of a new group of professions and activities, and the decision will be implemented in stages. The Saudi newspaper Okaz revealed the names of the new professions that will be localized, as follows:
Management and technical operation of electrical stations
- Recreational, heritage, educational, and artistic activities in museums, exhibitions, and recreational areas.
Advertising and public relations professions
- Domestic Workers.
- Maritime and commercial ship professions.
- Professions of security systems, protection and safety.
- Health and nursing professions.
- Office, administrative and technical activities in government and private institutions.
- Engineering, technical and technical professions in various fields.
- Work in gold, jewelry and commercial markets.
- Sports, recreational, tourism, heritage and cultural activities.
The Ministry of Human Resources announced the Emiratisation decision, which includes project management professions and procurement professions, and project management professions include project management manager and project management specialist, and the decision will be implemented in two phases, as the first percentage of 35% is applied to establishments that employ 3 or more workers, and the second percentage 40%, and the minimum wage must be 6,000 riyals.
As for the procurement professions, they include the procurement manager, the procurement representative, the contract manager, the private label supply specialist, and the tender specialist, and the rate of 50% is applied to establishments that employ 3 workers or more in the procurement professions.
Information technology professions: Localization of information technology professions by 40% for establishments employing 5 or more workers in information technology professions, including information technology professions; IT manager, information security officer, web designer, programmer, application developer, network and communications manager, technical support specialist, and database administrator.
The Ministry of Human Resources aims to localize 14 activities in the outlets providing services for freight activities and freight brokers, in cooperation with the Ministry of Transport and Logistics Services and the Public Transport Authority, with the aim of increasing the percentage of localization in this vital sector and enabling national cadres to work in it.
This plan aims to localize some professions in the Kingdom of Saudi Arabia, specifically in the following areas:
Maintenance, operation and repair occupations, which will be 100% localized in establishments that employ 5 or more workers in these professions, and sales professions, which will be 15% localized in establishments that employ 5 or more workers in these professions. These professions include a sales manager, Inside Sales Manager, Customer Services, Patent Specialist, Marketing Sales Expert, Printer and Copier Salesman, Computer Salesperson, Sales Representative, Retail Sales Manager, Wholesale Manager, Commercial Specialist, Sales Specialist.
Outlets providing services for shipping activities and freight brokers, in which 14 activities will be localized in cooperation with the Ministry of Transport and Logistics Services and the Public Transport Authority, and outlets for women’s decorating and sewing activities, which will be fully localized for administrative jobs in all facilities, and one Saudi female worker will be required in the technical professions of the outlets. Which employs 10 female workers or more in technical professions, in cooperation with the Ministry of Municipal, Rural Affairs and Housing.
For its part, the Saudi Ministry of Human Resources announced the start of implementing the second phase of the localization of mail and parcel transport activities, as well as the implementation of the localization of the medical devices sector for the second phase. The localization of postal and parcel transportation activities includes limiting the profession of CEOs to Saudis, and the localization of first-level senior management professions by 50% in all establishments licensed by the supervisory authority to practice postal and parcel transportation activities. Localization was carried out in cooperation with the Ministry of Transport and Logistics Services and the Public Transport Authority.
Localization of the second phase of postal activities and medical devices:
The Saudi Ministry of Human Resources announced the start of the implementation of the second phase of the localization of mail and parcel transport activities, as well as the start of the implementation of the localization of the medical devices sector for its second phase.
The localization of mail and parcel transportation activities includes limiting the profession of CEOs to Saudis, and the localization of first-level professions of senior management by 50% in all establishments licensed by the supervisory authority to practice postal and parcel transportation activities, where localization took place in cooperation with the Ministry of Transport and Logistics Services and the Public Authority for Transport.
While the second phase of the localization of the medical devices sector included; Localization of sales, advertising and introduction to medical devices and supplies by 80%, and localization of engineering and technical professions for medical devices by 50%, as it came in cooperation with the Ministry of Health, and it applies to all establishments operating in the activities of medical devices and supplies.
