7 conditions for recruiting new workers from outside the country


The Ministry of Human Resources and Emiratisation in the United Arab Emirates has confirmed that there are seven conditions for private sector establishments and employers registered with them, allowing them to recruit and hire new workers from outside the country.

The ministry made it clear, in an educational video it published on its official pages on social media, that the seven conditions are:

  1. Electronic permits issued by the facility must be available.
  2. The age of the worker being recruited must not be less than 18 years.
  3. The conditions required for specialized professions must be met.
  4. The profession of the recruited worker must be compatible with the activity of the establishment.
  5. The facility must be licensed and possess a valid licence.
  6. The recruitment application and the issuance of the work permit must be submitted by a legally authorized representative of the facility.
  7. The worker being recruited must not have an active work permit.

The Ministry issues 12 types of work permits, and allows establishments registered with it to obtain work permits according to the type and nature of the job. A work permit must be obtained from the Ministry before practicing work in the country, and no worker may be recruited or employed without obtaining a work permit.
