Among the tasks entrusted to the General Directorate of Passports is the formation of seasonal administrative committees in the four entry centers of the Holy Capital. These centers include Al Shumaisi Centre, Al Koor Centre, Al Taneem Centre, and Al Bahita Centre. The seasonal committees receive cases referred to them from the field control authorities, which are related to violators who transport people without a Hajj permit from citizens and residents. The committees study these cases and take the necessary measures against the violators, including issuing administrative decisions and penalties against them.
Violation of transporting people without a Hajj permit
The General Directorate of Passports affirms that transporting people without a Hajj permit is considered a violation of the Hajj regulations and instructions. Among the penalties imposed on violators of this rule is imprisonment for a period of up to 6 months, in addition to a fine of up to 50,000 riyals for each violator. The fine is doubled according to the number of violators referred to the seasonal committees.
Legal penalties for transporting people without a Hajj permit
The General Directorate of Passports stresses that the penalty for the carrier will include the confiscation of the land means of transport based on a judicial decision, if that means is owned by the carrier, partner or shareholder. In addition, the violating carrier will be deported in the case of an expatriate after serving the penalty. He will be prevented from entering the Kingdom according to the periods specified by law.
